NHTSA: Event Data Recorders Mandatory in Vehicles by 2013

Now, the National Highway Traffic Safety Administration mandates that all cars on the road possess a black box by 2013. This technology is already used by about 90 percent of drivers, but the information collected is not always readily available for consumers.
